Ever since I bought the first couple of coupons from bonds in a 'kommissionny magazin' in Saint-Petersburg a couple of years ago, I was fascinated by the fact that the early Soviet government, the Council of People's Commissars (Sovnarkom in Russian), saw no other solution for the monetary problems of the new union than to put old bonds and their coupons from the tsarist times and the period of the provisional government into circulation as legal currency. This legal currency was called 'surrogate money'. When I was looking for more information about this phenomena I found out that in western publications the question of coupons as legal currency was for the most part omitted. So this is a catalogue and checklist as complete as possible.
