In the novel, the Law of Prav is restored within Yav through people, through their decisions, through judgement, through moral measure, and through the rejection of vice. It is not a slogan, but the process of restoring the Vertical of Truth. Thus it becomes clear why Surya does not «rule», why the Council of the Wisest does not «govern»; why punishment is not an act of vengeance but the restoration of moral measure; and why exile is not retribution, but the severing of Nav.
